Taking the mithun as a metaphor for the cultural heritage of the state, the 2-day festival embarks on a very ambitious journey to try and re-kindle in the hearts and minds of Arunachalees a love and respect for this gentle creature not just as livestock with commercial value, but more importantly as a cultural icon.

The various events and competitions that are lined up for the festival all revolve around this core idea of re-discovering our heritage through re-discovering the mithun. All the contests and activities encourage the participants, who would mostly be young people, to engage with the mithun at a broader emotional and artistic level. Turbulence, the rock music contest open to all bands will have a special weightage for bands singing in the native languages- the winners walking away with 15000 in prize money,

Keyboardist and Manager Subir Malik, talking to this daily said “We are really excited to be playing Arunachal finally. I don’t know what kept us from coming in 19 years but we are really looking forward to the show”

along with other individual cash prizes; Confluentia is a dance contest where fusion between contemporary dance and traditional folk forms will be exhibited, with a 10,000 rupees prize money.  The inter-school competitions with a best team running trophy at stake will have a painting competition on the mithun called Chiarascuro, while Horns is a T-shirt graphic design contest on mithun conservation. The other event in this school segment will be The Hunt, a treasure challenge trail where children will complete different mithun-related challenges on way to the finish line.

For University and college students, there is a debate contest on the inaugural day, which provocatively questions – “Sacrifice of Mithuns- A Cultural Burden?” Besides individual prizes, there is also a running trophy for the winning team.

To keep the general public too engaged in the spirit of the festival, two contests have been kept for open participants. The first is the T-shirt graphic design on the mithun as a cultural icon and the other is the Open Forum as part of the debate where speakers will be given 3 minutes to air their views and vie for a best speaker trophy. For all these events, registration and other details are being made available at the MSN and CCRD offices.

The other highlight of the festival will be a presentation on emerging trends in mithun rearing by resource person, Dr. Taba Heli, perhaps the state’s best-known mithun expert. This and the screening of CCRD’s film on the mithun will form part of the inaugural event.

But perhaps the event that all will await most is the performance by international rock band PARIKRAMA who will perform for the first time ever in Arunachal in the band’s 19-year history. The entry-free event will also be the backdrop to the launch of CCRD’s new logo- set against an apparel show themed on transition. Parikrama’s performance will serve as the perfect end to a festival where music, dialogue and creativity soars.

Keyboardist and Manager Subir Malik, talking to this daily said “We are really excited to be playing Arunachal finally. I don’t know what kept us from coming in 19 years but we are really looking forward to the show”.

Tagore didn’t invent Indian railways

Dear Editor,

Tagore is a genius, but somewhat over-rated because of a strong Bengali lobby rallying behind him. The manner in which Mamata Bannerji, the present union railway minister splashed advertisements of Tagore in national dailies highlights her jingoistic tendencies. Tagore didn't invent Indian railways. What made the railway minister splurge on ads is known to all and sundry. Since the appointment of Mamata Bannerji as the railway minister, national interests have been relegated at the cost of her constituency West Bengal.

Tagore was the blue-eyed boy of the British. Till the Jallianwala Bagh massacre, he was a staunch admirer of the British. He also composed the song 'Jana Gana Mana' to welcome King George V in the monarch's visit to India. His British friends rallied behind him to be selected for the Nobel prize from their largest colony India to appease the rising middle-class. On the other hand, Bankim Chandra Chatterjee, another Bengali poet no less than Tagore was hounded by the Britishers for his anti-British stand all his life.

Bengalis call him a poet of the world. This is far from true. He never stood for any region other than Bengal. Here is an example. When Gopinath Bordoloi, the first chief-minister of Assam was searching for help to save Assam (which included Meghalaya, Arunachal Pradesh, Nagaland, Mizoram) from being inducted into East Pakistan (now Bangladesh),  Rabindranath Tagore turned a deaf  ear. Neither Jawaharlal Nehru nor any national leader helped him. It was only Mahatma Gandhi who supported Bordoloi and North-East in the hour of crisis.

Achievements about science and technology are different. The impact is very stark in inventions and discoveries. But literature and art is relative. The greateness of a writer or artist cannot be measured by an international prize awarded by developed western economies. Gandhi never got a nobel prize for peace, but isn't he the most befitting for the prize? Maybe this is a part of divine justice as Alfred Nobel was the inventor of dynamite which later helped in making improvised bombs. Maybe Gandhi is happy that the selectors overlooked him for the prize, nor did he have any British friend to rally behind him for the prize.

Saif Ali Khan may be awarded the 'Padmashri' because of the cordial relations shared by his mother Sharmila Tagore with the Gandhi family and the high and mighty in Delhi. But that does not belittle great artists like  Amrish Puri, Pradeep, Om Prakash, A.K. Hangal etc. who passed away unsung and unawarded.

Yours,

Sumon Das

Where does that leave us?

Dear Editor,

This is in response to a letter by one Ngai Rida on use of mobile phones and books inside the examination hall.

It is really saddening and shameful to read that candidates had access to mobile phones and books during exams for recruitment for Junior Engineer (Civil) Hydro Power Department.

Such practices are not only bad examples but are discouraging as well.

Concerned authorities need to take the full responsibility for such unbecoming acts of the students.

What kinds of message is being sent out to those young students who are going to write their various state level engineering entrance exams in couple of days.

Does Professionalism mean anything to these officers? Has it become a just a matter of attaining degree certificate or is it money power game?

I would ask the concerned authorities who conduct such misleading exam to come out from their isolation and take some examples from other state on how to conduct various Government recruitment exams.

I have witnessed in my own college and various other campuses authorities work very hard to recruit deserving candidates so that departments and state shine.

Despite all, I would still ask the concerned authorities to conduct exams with full transparency.

I also urge responsible Students and Unions and Higher Officials to take up the issue and have a good discussion regarding the standard of all competitive exams in the state for the sake of Arunachal.

Yours,

Debia Rabi

Do something for us too

Dear Editor,

This is reference to the list of the rejected candidates notified by the Arunachal Pradesh Public Service Commission on 7th May, 2010 for the Arunachal Pradesh Public Service Commission’s Mains Examination 2010.

I request the Public Service Commission to kindly have a second thought for the sake rejected candidates. They have been studying to fulfill their long cherished dream; many of them are away from their home, staying at Naharlagun or Itanagar for the last three-four months.

The resources, energy and hard work invested and the coaching classes attended seems to have all gone waste after the notification of the Commission. They are in the state of unbearable agony.

The Public Service Commission since very beginning have been supportive and cooperative to the candidates. At every stage Commission has shown the best decision for the sake of the student.

This time the rejected candidates need the kind consideration of the commission.

Yours,

Tening Linggi,

Niti Vihar.

Minister manages to upset PM, UPA, BJP and Congress

Angry AAPSU reacts to Jairam Ramesh’s “anti Arunachal statement”

ITANAGAR, May 10: All Arunachal Pradesh Student’s Union (AAPSU) has lodged strong protest against minister of state for environment and forest, Jairam Ramesh, after he said that India may need Chinese experts for hydropower projects in Arunachal Pradesh.

Calling such statement as anti-Indian and anti-Arunachalee, AAPSU activists burnt the effigy of Ramesh at Bank Tinali, Itanagar, to register their protest.

AAPSU president Takam Tatung sought the resignation of Jairam Ramesh for his anti-national comment. “Jairam Ramesh’s statement is a setback to the people of Arunachal. We have been fighting tooth and nail against Chinese claim over Arunachal. Inviting Chinese experts to work here is like implanting a self destructive bomb,” said Tatung. He also questioned why centre can’t invite companies from other countries beside China to carry out hydro-projects in Arunachal.

Further he informed that two Chinese engineers who were employed in a private oil company at Kharsang later turned out to be Chinese informer and has since absconded. But the government is doing nothing about it. AAPSU president also requested all the Himalayan state bordering China to support Arunachal, which want centre to clear its stand over Chinese claim.

Tatung clarify that AAPSU is not against the ongoing hydro-power projects, but we will oppose any move to bring in Chinese companies to operate in Arunachal. Further he warned that AAPSU will initiate a full fledge agitation if the Centre doesn’t clarify its stand on Chinese claim over Arunachal. It’s not only the AAPSU which is upset with Ramesh. UPA Chairperson Sonia Gandhi and Prime Minister are also reported to be unhappy with the Minister after he described Home Ministry's policies on China as alarmist and paranoid.

The Home Minister has written to the PM to express his displeasure, the Congress is embarrassed, the BJP wants Ramesh to resign.

Swinging into action to rein in his Cabinet colleague Jairam Ramesh, Prime Minister Manmohan Singh today pulled up the Environment Minister for his statements.

On a visit to China this weekend, Jairam Ramesh embarrassed his own government by using words like "alarmist" and "paranoid" to describe the Home Ministry's policies towards Chinese companies looking to enter India.

Ramesh said in Beijing that the "overly defensive and alarmist" approach in the security establishments in India which are raising telephone tapping concerns would not help in sustaining the Copenhagen spirit. He also said that India should be much more relaxed in its approach to Chinese investments into the country and get rid of "needless" restrictions, adding "we are imagining demons where there are none."

The Prime Minister reportedly told Ramesh that there is no confusion in the government over its approach towards China with which it wants to have constructive engagement.

Planning Commission approves Rs. 2,500 crores for Arunachal for 2010-11

ITANAGAR, May 10: The Planning Commission on Monday approved the Annual Plan Outlay of Arunachal Pradesh for 2010-11 at Rs. 2,500 crores which was projected by the State Govt.

This was finalized at the meeting held between Deputy Chairman Planning Commission Montek Singh Ahluwalia and the Chief Minister of Arunachal Pradesh Dorjee Khandu at the Planning Commission today.

Arunachal Pradesh has one of the highest Debt-GDP ratio in the country and this outlay will help repay the loan liability of almost Rs. 400 crores of the State Govt. In addition, Rs. 300.00 crores was taken as Advance SPA loan by the State Govt. last year to meet the arrear liabilities of the 6th Pay commission recommendations. The Increased outlay will also help mitigate the Rs. 700 crores liability on the State Govt. on account of salary increase due to 6th Pay commission recommendations, said a government release.

Increase in Plan Size is almost 25% over and above the last year’s Plan Size of Rs. 2016 crores. Amongst other components of Central Grants, Special Plan Assistance (SPA) of Rs. 1,100 crores has been approved for the State.  This will go a considerable way in bridging the gaps in infrastructure in the State Govt. The State Govt. has identified connectivity including roads, infrastructure, education, tourism, hydropower and transmission lines, e-governance, monitoring and capacity building as thrust areas for 2010-11.

Ahluwalia expressed his satisfaction at the performance of the State in all sectors during the last year and emphasised on the importance of creation of infrastructure as a pre-condition for development. He praised the Chief Minister for the several revolutionary steps taken by his government for improving service delivery in the State. The Chief Minister thanked the Planning Commission in particular and the Govt. of India in general for their tremendous support to the State Govt. He said that the sincere efforts of the State Govt in timely execution of works maintaining high standards of quality has been rewarded by the Planning Commission. The meeting was also attended by Union Minister of State for Planning V. Narayanswamy and other members of the Planning Commission.

The Chief Minister was accompanied by Minister (Power), Minister (PWD), Minister (Finance) and Principal Advisor to CM. A team of officers comprising Principal secretary to CM, Principal Secretary (Coordination) Development Commissioner, Secretary Planning and Special Secretary Finance under the chairmanship of Chief Secretary also comprised the delegation.

Manipulation in beneficiary list alleged

PASIGHAT, May 10: In a serious allegation, the beneficiaries of Rural Housing Scheme under SPA of Mangnang village, East Siang District, claimed that the approved list of the beneficiaries of the said scheme for the village has been manipulated.

The beneficiaries were selected during the tenure of Omak Apang as MLA and work order for construction of houses were issued to them in July 2009, and accordingly earth digging were done under the guidance of a junior engineer. However, the construction works had to be halted due to Assembly election, said one of the beneficiaries.

Later, when we approached the BDO, Ruksin to resume work, we came to know from reliable sources that our names have been deleted or ommitted from the beneficiary list and a new list of beneficiaries has been prepared by authorities concerned without taking any consent from the village development committee, he added.

Later it was confirmed through RTI.

When we apprised the Deputy Commissioner of the matter, he advised us to settle the issue amicably. A meeting was also held today at Ruksin SDO office on DC’s advise, but the case remained unresolved.

"We will file a case in this regard in the high court tomorrow for justification, another deprived beneficiary said. Meanwhile, the BDO told ATNS over telephone this evening that the allegation is totally false and fabricated. "I am not the competent authority to change the beneficiary list. Moreover, the list were prepared as per the list approved by Panchayat leaders," he added.

No show at W /Kameng PR bye elections

BOMDILA, May 10: The Panchayat Bye-elections in the district have taken a surprising turn with the 9 GP segments under 5- Singchung Anchal Block and segment 10 of 43-Dinik Chamchi Thingbow under 4-Rupa Anchal Block without any contestants or nominations.

The Panchayat Bye-elections in the district were for 27 posts of GPMs, 1 for ASM and another 1 for ZPM. The nominations for the Anchal seat under 3- Kalaktang and 17 GP segments under 4-Rupa, 7-Bhalukpong and 9-Jerigaon have gone in favour of the nominees uncontested.

But it is a straight fight for the 2-Thembang ZP constituency between Tamrin Bapu of INC and Jam Tsering of PPA. The bye-election for the ZPC is the result of the vacancy created by the ZPM incumbent being elected to the Legislative Assembly in October 2009 last. Adequate security measures are being taken for this bye-election to be held in the 11 polling stations in the ZP constituency keeping in view the sensitivity of the area. (DIPRO)

Society says no to dam

ITANAGAR, May 10: All Tei-Temir Welfare Society (ATTWS) has vehemently opposed any move for construction of hydro power project in the left bank of Pein River under Kamporijo circle in Lower Subansiri district.

Construction of mega dam specifically right from Repari village to Pein and Kamala rivers meeting point at Raab, Sinyik area would affect the livelihood of more than 3000 permanent inhabitants of various villages who are farmers by occupation and completely dependent on their ancestral land, the society said. The Society claimed that 1600 MW Subansiri Middle Power Project over Kamala river would submerge 50 per cent ancestral land of the population of the said area. They villagers have no alternative land for their resettlement, the Society added.

The construction of dam in the Repari village to river meeting point would spell doom for the villagers of left bank of Pein River causing untold suffering to them, the Society said and appealed the authorities to pay heed on their objection.

Chatung to launch website to promote film industry in Arunachal

ITANAGAR, May 10: News and Views famed and senior film maker Taro Chatung is launching a website named www.arunachalfilms.com here tomorrow to promote film industry in Arunachal Pradesh.

Its main objective is to bring together persons who are directly or indirectly involved in film making, video and audio albums in order to generate more interest in this profession which, in turn, will help growth of film industry in the state, Chatung said in a release.

The launching ceremony will be attended by Home Minister Tako Dabi as chief guest and Everester Tapi Mra as guest of honor at Hotel Ashoka Donyi Polo at 3.00 pm on Tuesday.

The growth of film industry in Arunachal is still in nascent stage. However, many local film producers, video and audio producers have come up in the recent times, which is helping many talented and interested youths to be self-employed. Arunachal has so far produced renowned documentary film maker like Moji Riba, film director D. K. Thungon and actor Hage Appa.

The recently released Monpa film 'Leh' was highly praised by the audience. It is learnt that Chief Minister Dorjee Khandu had extended a good encouragement to the film production team, which is praiseworthy. The film ‘Sonam’ was also able to make big splash in film world, he said.

Meri Maa Meri Dharam had made the breakthrough in film making in Arunachal Pradesh in 1975 where Nabum Tata played the lead role, he informed. Meanwhile, Chatung requested the Chief Minister to extend his help and support to create a Film Financial and Development Corporation in the State which would go a long way in the growth of film industry in the State and thereby creating employment opportunities.

The Mithun shall not die - the Bos Frontalis Festival 2010

Parikrama to play for the  first time ever in Arunachal

ITANAGAR, May 10: It’s a good time of the year to be a mithun! With a clarion call being given to conserve and protect this animal so closely identified with our state, there is a frenzy of activity and events that are vying for elbowroom. The Bos Frontalis Festival 2010 to be held on 30 and 31 May at the Indira Gandhi Park here looks set to emerge as one of the flagships in this endeavour.

Do we, in real life, think as much and worry as much about the mithun at all- about its conservation, its significance to our lives and identity or of its cultural value?  Not perceivably, or at least not by the young people by and large. This is the central idea that drove the organisers, the Mascot Network Society (MNS) and the Centre for Cultural Research & Documentation (CCRD) to put their resources together to come up with this multi-event festival.
